The General Financial Rules, 2017; the Ministry of Finance's procurement manuals for goods, works and consultancy; the Government e-Marketplace terms; the Public Procurement (Preference to Make in India) Order; the public procurement policy for micro and small enterprises; and Central Vigilance Commission guidelines. Every answer would carry its authority and a "valid as of" date. How answers are tied to evidence.
